"Cross-Origin-Opener-Policy" security header

If the advertiser's website is blocked because criteo's access is judged to be aggressive due to the application of security header "Cross-Origin-Opener-Policy", the user clicks on the advertisement, but the website does not look blocked. Even at this time, will it be calculated by counting the number of advertisement exposure or advertising click rate?
